What we might have here, is an interesting interpretation of the rules.
I think the 23rd was good. They were assigned GAF 76 and 2 which hold 2 steps each or a total of 24 planes. The 23rd is listed as a 3 step squad and had 13 pilots sortie during Frame 4. All their pilots used these fields except -kenl-, who probably accidently took off from 78 on his first sortie. One or two might have landed at other fields to refuel, but they always returned to their home fields. They, like other squads, after losses, used the two fields interchangeably.
Now the 4th appears to have been assigned 3 fields. The 4th is listed as a 4 step squad, and they had 21 pilots show up. They were assigned GAF 22, GAF 89, and LAF 87. These 3 fields can hold 8 steps or a total of 48 aircraft. Closing any one of them would still allow them to operate all their aircraft out of the other two. I think the 4th also used their fields interchangeably.
IMO, I don't think Jabo wanted a squad to be assigned multiple fields with a total capacity of double their step value. I understand the allies did it to get in some quick strikes at the beginning of the frame. It would be like if the Axis assigned a squad to a forward field and also a field a little farther back, so they wouldn't have to go all the way to LAF 6 if their forward field was closed. We could even assign squads unused bases in the north and south parts of the map, so we could shift our resources where they were needed.
The rules are a little unclear on this. From rule 9:

Some squads need more than 1 base to hold their steps. Should they be allowed to be assigned enough bases to hold double their number? I don't think so.
