Yes. Remember there is no carry over of field closure into frame 3. Fighter squads will be switching sides for frame 3.
A couple of the flak and coastal defence fields would be fairly easy to close as they are all tight to each other and you dont need the AA guns for closure. Some of the smaller ports dont have too many ships attached to them. Remember ships score points regardless if they are closed. Sink two AI Freighters and you get the same points as a closed flak field.
