History renembers only the Allies had DAR during the Battle of Britain.

Do the LW have DAR and if so it must be in France making them practically blind in Britain?

Also, can we attack German positions in France?

Yes both sides have RDF. I think the BoB map has been changed and radars added after the fact for MA play. Before there was only one radar in France.
RDF is also ground observers and picket ships which both sides had.
With the German invasion of England the original advantage of British RDF has been lost.

You can only attack targets east of the operation line but if they are in France then you may hit them.
