I was just on the map and F25 is a carrier and no aircraft are enabked there

F25 is basically a seaplane base. You take off and land between the destroyers. It should have an airstart as well. Betties in theory could start from there and land at one of the newly captured Japanese airfields rather than go all the way back for sortie 2.
