Luftwaffe can win this without exercising the option to do dangerous spec ops into England. The key is stopping the Allies from getting the max twelve missions in a frame. Luftwaffe will get more for their special ops and shooting down enemy aircraft to make up the difference between the two sides. The latest update may have effected your rides so I suggest testing them out. The key fighter matchup between the 109G6 and Spitfire IXE is reported to be a good one. FW190s probably still need work.

IF the Allies don't get ALL of the specified targets at any given location, do they get NUTHIN', AND the spec ops location is restricted from any future attacks?

11. Special Operation Missions - the Allies may designate a maximum of 12 special operations missions per frame while the Germans may have a maximum of 3 per frame. All the Allied special operation missions must be in the designated Operations Area(North or South) for the frame. Only those designated for that frame may be attacked. Careful planning is required to make sure as many of the missions can be completed successfully. Some missions score more than others so this should be taken into account as well. Mission parameters and requirements are detailed in the Mission List. All missions allocated for a frame are then removed from the list for subsequent frames regardless of the results. They can only be planned as a target once. If you pick twelve targets you should make sure there is a good chance of getting all twelve otherwise you will loose any you dont attack for the series.

EDIT:
A close review of the Mission List reveals that points are awarded on a per object basis at the various locations. The bad guys get points for what they kill, whether they "finish" the job or not. They just can't go back to the same location in subsequent Frames.

For both sides you can only designate your max mission allotment. For the Luftwaffe its 3 per frame for the Allies its 12. If they choose 12 targets but only attack 8 of them, they loose all 12 for future operations. So it pays not to be greedy. That being said many of the Radar installations and bridges are 1-4 ship missions. The Luftwaffe has to stay focus and at home looking for those brazen NOE intruders. If the Allies do not coordinate good cover for them they will suffer. On the Luftwaffe side I would only allocate 1-4 decent strikers for attacking Allied targets. Dont forget you can make return sorties to grab all the points at a target. Of special note are the factory complexes in London. They are one of the strongest objects on the map so make sure your bombs have enough power to destroy them. Check the S3 website for object hardness. London in the Channel1944 terrain has lots of AAA and barrage balloons so pack an extra set of leiderhosen.

Does this mean they can fly anywhere on the map but only attack in the Southern Operations area, or do they have to be S of the line on the map all the time? Can we base anywhere or just S of the line?

The more accurate information we have, the better the Axis can do this thing. PLEASE, ask away!

The published rule for basing is:
7. Squad Basing - to begin play each squad must base at their own airfield. Afterwards squads may replane anywhere as needed

We only have THREE Groups and FIVE Frames to plan. If anyone wants to claim Frame One, please step forward.

You can fly and base anywhere for both sides. The Allies can only assign missions to be attacked on the Front they declare before the Frame. It might be smart to hit targets on the east side of the map for the Axis in any frame the Allies hit the south. Chance of being intercepted when they are flying into the south is much less. If they hold back a small group to protect England that helps out the defenders in the south. A few good Jabo pilots can plink away at the best targets all frame. Just remember once you assign up to a maxof 3 missions they are the only ones that can be attacked and are removed from play regardless for the rest of the series. Same for Allies but they can go to a max of 12 each frame.

Just spent 15 mins or so looking at the map, here's my input:

We need to protect our radar, it is the best asset we have, especially in the South-168-133-136-100 for starters. If they can kill these four they will have a goodly number of targets that they can send CAP with strikers and not be on our dar in future frames.
We need to have lowish patrols to pick up what our radar can't see.
We need to keep assets in areas that allow for quick reaction times.
I suspect they will send many noe folks, probably pairs and use their high fighters to entice us into battle away from the noe folks.

My 2ยข worth anyhow.
