The IJN Kaga will start at -1,3,3 and head 000 at 20mph.

Guess I wasnt stupid. Above is the proper Kaga location. It would be a nice fall back position later in the frame if you are being swamped over F20. In Frame 2 the IJN had no covering fighters later in the frame and the USN scored many ship kills then because the F6Fs felt free to come down to the deck and strafe.
