In frame 1 and frame 2 there were several rule violations. All the squad members and squad CO's need to become much better at informing their squads of what planes they are allowed to fly, my own squad included. The Allies made especially severe rule violations by not allocating enough of it's pilots to fly as the USN in frame 1-2. Considering the USAAF has both more potent fighters, and definitely more potent bombers than the USN, this gave the Allied an unfair advantage in the first two frames. Both sides had induvidual pilots violating the rules by switching between flying planes from the USN/USAAF roster, and the IJAAF/IJN roster, during a single frame. Pilots must stick to the roster they start the frame as (i.e. Navy or Army roster).

Here is a link to the plane set rosters and rules.

ALLIES
* THE ALLIES MUST HAVE 30-50% OF IT'S PILOTS FLYING AS THE USN EACH FRAME. THEY CAN SWITCH THIS ALLOCATION BETWEEN THE SQUADS EACH FRAME, BUT NOT DURING A FRAME.
* Pilots who start as USN can only fly USN planes during that frame. Pilots who start as USAAF can only fly USAAF planes during that frame.

AXIS
* THE AXIS MUST HAVE 30-50% OF IT'S PILOTS FLYING AS THE IJAAF EACH FRAME. THEY CAN SWITCH THIS ALLOCATION BETWEEN THE SQUADS EACH FRAME, BUT NOT DURING A FRAME.
* Pilots who start as IJAAF can only fly IJAAF planes during that frame. Pilots who start as IJN can only fly IJN planes during that frame.

The only exception are pilots who fly special missions, like bombr- and pcalex flying the G4M1 Betties to represent the Yamamoto flight, and afterwards joined the 4th FG as the IJN.

The 4th should know better. I'll make sure they do. Several took an A6m2 as their second plane in Frame 1. They should have taken Ki-43.

In frame 2 one pilot was a gunner on the yamamto flight and after that, took off mistakenly in a Ki-61, but immediately landed and took correct A6m-3.

Allies, we have designed this S3 historically. I know it sucks to take an F4F wildcat, but the 214 was known as the Swashbucklers early on and flew the Wildcat. Later they transitioned to the F4u as the Black Sheep....that is coming in the following frames, We take a lot of time to plan these out and keep the plane sets historical...many times to our own detriment...
(we set the plane set historically and say to each other, "well that frame is going to suck for us") but we try our best to keep this fair and historic for all.

In the first 2 Frames there were total number of flights:

10 - F4F
78 - F4U1
63 - P-38G
8 - P-40
8-P-39

For fighters:
157 Army flights
10 Navy flights

For bombers:
43 B-17
11 B-24
13 B-25
6 SBD
14 TBF

For bombers:
67 Army flights
20 Navy Flights

Nowhere near the 50% the rules ask for.

The 23rd only flew as USN in F4U's both frames. Don't know where the USAAF numbers you got for us came from.

Frame 1 the 417th flew nothing but USN.

These are the rules that were posted:

ALLIES - Frame 1-2
Special rules:
* The Allies must commit 30-50% of their pilots to fly as the USN each frame. The USN pilots must operate from CV's, using only USN assigned airplanes. Individual USN pilots can emergency refuel at land bases but squads should operate from their CV while it's still afloat.
* 50-70% of the Allied pilots must fly as the USAAF, operating from land bases with USAAF assigned airplanes. If emergency landing on a CV, the pilot loses that USAAF fighter for the frame, but not his life and can fly an SBD-5 or TBF-1 from that CV instead. He can fly to a land base and change plane, but the SBD or TBF is now part of his inventory instead of the lost plane.

USN
3x F4F-4

1x TBF-1
2x SBD-5

USAAF
1x F4U-1
1x P-38G
1x P-40E
1x P-39D

1x B-17F (max 6 pilots per frame!)
2x B-24D
1x B-25D

AXIS - Frame 1-2
Special rules:
* The Axis must commit 30-50% of their pilots to fly as the IJAAF each frame. The IJAAF pilots must operate from land bases, using only IJAAF assigned airplanes. If emergency landing on a CV, the pilot loses that IJAAF fighter for the frame, but not his life and can fly a D3A or B5N from that CV instead. He can fly to a land base and change plane, but the D3A or B5N is now part of his inventory instead of the lost plane.
* 50-70% of the pilots must fly as the IJN, operating from CV's with assigned IJN planes. Individual IJN pilots can emergency refuel at land bases but squads should operate from their CV's while still afloat.

IJN
1x A6M3
2x A6M2

2x D3A2
1x B5N2

IJAAF
1x Ki-61-Ib
2x Ki-43-Ib

2x G4M1
1x D3A2
1x B5N2

So we were flying Marine.

Ok I see where you're coming from, but then we didn't have a cv available for quite a long time or was that the plan for frame 2? Maybe we need to have simpler S3's. It would be much easier on you guys doing the planning. Just thinking out loud.

Please know we’re not accusing anyone of cheating. I don’t know how many read the rules, I hope we can get more to read them. I know they get lengthy but we’re trying to cover all the bases. CO's should definitely know them and pass them on to their squads.

Part of the problem was calling them Army and Navy rather than Land Based and Carrier Based. We've corrected that.

We’ll endeavor to follow the kiss rule. ( keep it simple stupid). ;)

We've edited the allied rules slightly for frames 3-4. Posted on Allied Forum.

Frame 1 started 50/50, the Doolittle was a new player and flew an F$F to be close scort as he met the main group going south and the carrier ws closer.

They are posted in the thread 'BBB rules' but here they are Rules for Frames 3-5.

Penalty plane set
<S>
Due to the Allied not flying 30-50% as Carrier ops Wildcat pilots (USN) in frame 1-2, they gained an unfair advantage in the air against the Axis. Instead of assigning penalty planes for all Allied pilots, their plane set for carrier ops will be modified for frame 3-4. Please read through the following plane set list carefully, so that all Allied squads know which planes they are allowed to fly for the coming frames. (The USN/USAAF prefixes have been changed to CARRIER OPS/LAND BASED for better clarification).

ALLIES
Special rules:
* The Allies must commit 30-50% of their pilots to fly as CARRIER OPS each frame. The CARRIER OPS pilots must operate from CV's, using only CARRIER OPS assigned airplanes. Individual CARRIER OPS pilots can emergency refuel at airfields but squads should operate from their CV's, as long as they haven't been sunk.
* 50-70% of the Allied pilots must fly as LAND BASED, operating from airfields with LAND BASED assigned airplanes. If emergency landing on a CV, the pilot loses that LAND BASED fighter for the frame, but not his life and can fly an SBD-5 or TBF-1 from that CV instead. He can fly to an airfield and change plane, but the SBD or TBF is now part of his inventory instead of the lost plane.
* Blacksheep squadron VMA-214: The Allies can choose up to 12 pilots per frame from the LAND BASED pilots to fly as Gregory "Pappy" Boyington's Blacksheep squadron. These pilots must operate from their assigned base for as long as it's not closed. Individual pilots of VMA-214 may only rearm at other fields or CV's when in an emergency, like leaking oil or fuel. The rest of the LAND BASED pilots, not chosen for the VMA-214, fly their normal rides as per the LAND BASED list below.

Frame 3-4

CARRIER OPS
1x F6F-3
2x F4F-4

2x TBF-1C
1x SBD-5

LAND BASED
1x F4U-1A
1x F6F-3
1x P-38G
1x P-40N (N-1 or N-5 is pilot's choice)

1x B-17G (max 6 pilots per frame!)
2x B-24J
1x B-25D

VMA-214 - Blacksheep Squadron (up to 12 pilots per frame, counts as land based)
2x F4U-1A
1x F4U-1
The chosen VMA-214 pilots must fly the Corsairs (any loadout), and may not switch to other land based planes or bombers during that frame.

-----------------------------------------------------------------------------------------------------------------------

Frame 5

CARRIER OPS
1x F4U-1A
2x F6F-3

2x TBF-1C
1x SBD-5

LAND BASED
1x F4U-1A
1x F6F-3

AXIS - Frame 3-5

IJN
1x A6M5
2x A6M3

2x D3A2
1x B5N2

IJAAF
1x Ki-61-I (-Ib or -Ic is pilot's choice)
1x Ki-43-II
1x Ki-43-Ib

2x G4M2
1x D3A2
1x B5N2
